Pleasant Valley Bible Church began on June 12, 1869 when a number of families moved to this area and established both a school and a church. The school was the beginning of the Pleasant Valley School District and the church was called Pleasant Valley Church.
The original statement of faith of this church emphasized the authority of the Scriptures, the preaching the Word of God, prayer, and evangelism. Teams of people were sent out to help start churches in Oxnard, Sespe, Ojai, Simi, and Thousand Oaks.
The church's first facility was on Ventura Boulevard, which was replaced and expanded through the years. Due to the growth of the church body and the purchase of some of the property by the state to construct the current 101 freeway, the church moved to its current location on the corner of Ponderosa and Lantana in 1966. The sanctuary was constructed in 1982, and the additional structures were added several years later.
There have been 33 pastors in this church since 1869. Each has made a significant contribution in leading this flock of God. In 2001, Paul Phillipps was called to serve as pastor to continue preserving the heritage of the past while providing leadership for new horizons in the future. What God has started by His grace He will continue by His power until the work is completed for His glory (Eph. 3:20-21).

Men's Ministry Lead
Prior to coming to Pleasant Valley Bible Church on November 1, 2001, Paul pastored churches in Florida and Mariposa, California, and helped to plant a church in Merced. He has done junior high ministry (where he met his wife at Forest Home), college ministry at USC, UCLA, and CSUN, and was a college pastor at Grace Community Church, where he was ordained under the ministry of John MacArthur. He received his Bachelor of Arts degree at the University of Southern California (Philosophy), and his Master of Divinity (M. Div.) and Master of Theology (Th. M.) degrees at The Master’s Seminary. Paul has been married to his best friend, Donna, for 30 years, and they have nine children, two daughters-in-law, and three grandchildren.
As the senior pastor of PVBC, Paul’s passion is to preach Christ Jesus as Lord and to serve His body (2 Cor. 4:5), laboring to present the flock “complete in Christ” (Col. 1:28-29) through preaching, teaching and discipleship. He trains men to be leaders in the home and church. Paul is committed to nurturing strong marriages and families, and he and Donna have often had the privilege of doing premarital, marital and family counseling together.

Prior to coming to Pleasant Valley Bible Church in 2020, Sam pastored True Life Church in Camarillo. A former practicing Roman Catholic, Sam was saved from sin and religion at an early age. By God’s grace, Sam heard the gospel of Jesus Christ and God called Sam to serve Him in ministry. Sam has served the church as Bible teacher, ministry leader and elder over the past 30 years. His ministry background includes children’s church, youth mentorship, college ministry, jail ministry, and family ministry. Sam is the founder and president of Squad Mission Possible Inc. (One Up Higher Education), a youth mentoring ministry aimed at helping high school students succeed in college.
Over the past 25 years, Sam has also worked in senior level corporate executive management in finance and accounting. Sam holds a bachelor’s degree in Business Finance from Cal Poly San Luis Obispo, an MBA degree from the University of California Irvine, and is currently earning a Master of Divinity degree from The Master’s Seminary in Sun Valley California.
Sam and his wife Candy have been married for 18 years. They have two middle school aged sons. Sam is a life-long Ventura County resident and has lived in Camarillo over the past 12 years.
